This post describes how to change action of  Transport buttons

make theme format to 'ReaperTheme.Zip' and Extract All (UnZip)

open the rtconfig.txt

If you scroll down, you will find the custom elements line.

then you can change the command ID.

If you're done, you can compress it back to the .ReaperThemeZip file.
